A graduate of Bachelor of Science in Nursing and previously a Registered Nurse in the Philippines, as well as a graduate of the Medical Office Assistant at Herzing College, Rowena has over 15 years of experience in medical records, specializing in medical billing and coding. Rowena is keen on ensuring accurate and efficient processing of claims and payments. She has also successfully advocated for changes to tariffs to optimize compensation for physicians.

As a key example, Rowena advocated for a change in the tariff rate for Medical Oncologist Specialists to match the tariff rate of the Malignant Disease Specialist. This initiative was successfully granted by Manitoba Health with the assistance of Doctors Manitoba in 2021. As another example, Rowena successfully advocated for the addition of sub-specialty bloc fees for the following specialists – Respirology, Infectious Disease and Endocrinology which was granted in October 2023.

Rowena’s leadership approach is a pragmatic one, encouraging engagement within teams to enhance efficiency, promote self-accountability, and collective responsibility.
